I have the honour to report that, in the case of Yiu Fai who was sentenced to death for murder, I have commuted the sentence to imprisonment for life.

The matter was considered by my Executive Council which advised that the clemency of the Crown should be exercised in this case. I accepted this advice.

A copy of the Chief Justice's letter, together with his notes of evidence during the trial, is enclosed.
